I agree in principle with what it says here in 'In Loco Parentis' a project from the
Demos think tank which was sponsored by Barnardo's at the time when Martin
Narey was still its CEO. He should perhaps revisit some of what it says

Note the last bullet point there, more needs to be done for those children for whom
adoption is not feasible, instead of trying to force an unfeasible solution to work
